There are 4 current Agreements between IBEW and CSXT:
1968 SCL Communications Agreement, as amended, covers all CSXT Communications Workers on the former SCL territory
1982 C&O-B&O Communications Agreement covers all CSXT Communications Workers on the former B&O, C&O, and Conrail territories
1991 Toledo Docks Agreement covers CSXT Electricians working at Presque Isle and Toledo Lakefront Docks
2003 Shopcraft Agreement, covers all CSXT Locomotive Electricians, Road Electricians, and Pier Technicians
When disputes involving discipline or rules cannot be resolved on-property between System Council No. 9, IBEW and CSXT Labor Relations, the System Council has the option to pursue the matter through arbitration. The process is overseen by the National Mediation Board, an entity of the federal government which also funds arbitration.
Our cases with CSXT are handled by 4 Public Law Boards (PLBs):

Toledo Docks Negotiations
A tentative agreement was reached and voted on by the members. Votes were tallied on September 20, 2019 and resulted in a rejection of the tentative agreement.
CSXT was notified of this rejection on September 20, 2019. Negotiations resumed January 22, 2020 with the IBEW proposing a new path. We are waiting for CSXT's response.
ISSUES IN PROGRESS
CSXT Communications Workers represented by the IBEW are governed by one of two controlling Agreements: Those on the former Seaboard Coastline (SCL) territory are governed by the 1968 SCL Agreement, while those on the former B&O, C&O, and Conrail territories are governed by the 1982 C&O-B&O Agreement.
Both Agreements are antiquated, especially in terms of work scope. For at least seven (7) years, System Council No. 9 has been attempting to update and combine these Agreements into one modern, comprehensive Agreement. With multiple changes in CSXT's management and Labor Relations team, attempts have too often been placed on the back burner.
Prior to General Chairman/Secretary-Treasurer Giuliano taking office, this was last discussed in June 2013. Giuliano has placed a greater focus on this matter and has met with management and LR somewhat regularly. A tentative agreement is not expected in the near future, but all affected members will have the opportunity to provide feedback and a vote when that time comes.
To avoid any delay or issues with obtaining a position that requires a qualification (CDL, FCC License, etc), CSXT Payroll needs to be aware of each employees' certifications. To make them aware, email attaching a valid, non-expired copy of any license or certification you may have. Advise Payroll what is attached, and ask that the information be reflected in JobTrax.
